The device consists of a test unit, a data collecting unit and a calculation display unit, wherein the test unit consists of a first pressure sensor, a second pressure sensor, a third pressure sensor and a flow rate sensor, the first pressure sensor is arranged at the boiler steam dome, the second pressure sensor is arranged on a continuous discharge flash tank, the third pressure sensor is arranged on a fixed discharge flash tank, the flow rate sensor is arranged on a water discharge pipeline of the fixed discharge flash tank, the output ends of the first pressure sensor, the second pressure sensor, the third pressure sensor and the flow rate sensorare connected with corresponding input ends of the data collecting unit, and the output end of the data collecting unit is connected with the corresponding input end of the circulation display unit. In the method, a new calculation formula is deduced for calculation in accordance with the prior art.
