Abstract

The invention discloses an indicating method, a device and a system of mean down time (MDT) measurement in order to perfect an existing MDT measurement mechanism. The method includes: a mobility management entity (MME) ensures that user equipment (UE) is connected into a controlled area of an evolved node B (eNB) and sends a configuration parameter of an MDT measurement to the eNB, and the eNB determines whether the UE is located in a predetermined MDT measurement scope or not. If the UE is located in the predetermined MDT measurement scope, the MDT measurement parameter is dispatched. Otherwise, the MDT measurement parameter is not dispatched. Therefore, when the UE meeting the selection requirement of operation and maintenance (OAM) is not located in the predetermined MDT measurement scope, the eNB can avoid dispatching the MDT measurement parameter so as to save signaling expenses. When the UE moves into the predetermined MDT measurement scope, the eNB dispatches the MDT measurement parameter to the UE so as to ensure that the UE can measure and report MDT measurement timely and further ensure performance and service quality of a system. Meanwhile, a corresponding device and a corresponding system are provided.
