The invention discloses a map service providing system and a method. The method comprises the following steps that: after a map service managing system receives map service requesting information of a first map service instance sent by a map service demand side, a second map service instance which has a mapping relation with the first map service instance is determined; the second map service instance is registered into the map service managing system in advance for a map service provider; the map service managing system sends the map service requesting information to the map service provider according to the second map service instance and obtains map data returned fro the map service provider; and the map service managing system provides the obtained map data for the map service demand side. Through the map service managing system, the map service demand side can obtain the map data of map service providers positioned in different levels of networks, and therefore, the map service is provided under an internetwork condition.
