The offset type device comprises a support pillar frame, a hoisting cross beam, a working arm and an energy output steel rope, wherein the hoisting cross beam is arranged on the support pillar frame; a base is arranged below the hoisting cross beam; the working arm comprises a rotating force arm and a potential energy force arm which is fixedly connected with one end of the rotating force arm; the rotating force arm is arranged on the base through a main shaft and a main bearing; a main balance weight and a balance weight are respectively arranged at the end, which is not connected with the rotating force arm, of the potential energy force arm; the upper part of the potential energy force arm is movably matched with a fixed pulley on the hoisting cross beam through a pulling steel cable; a balance arm is hinged below the potential energy force arm through a support arm which is fixedly connected with the potential energy force arm; the balance arm is movably matched with a guiding device; a telescopic cylinder is connected between the potential energy force arm and the balance arm through a hinge; and the energy output steel cable is connected with the lower part of the rotating force arm.
