The device comprises a vehicle-mounted charger, a power storage battery management system, a whole vehicle controller and the combined meter which are connected with each other through controller area network (CAN) buses. According to the invention, the charge state of the whole vehicle can be conveniently and intuitively observed; and the method and device are simple, reliable and low in cost.
