The production technology comprises the following steps of: (1) soaking absorbent cotton into normal saline or saline solution; (2) placing the absorbent cotton soaked by the saline into a stainless steel alkalified reaction tank soaked through hydrochloric acid, and alkalifying the absorbent cotton into an alkalified reaction solution in the stainless steel alkalified reaction tank; (3) placing the alkalified absorbent cotton into a stainless steel etherification reaction tank soaked through hydrochloric acid, etherifying the absorbent cotton in an etherification reaction solution in the etherification reaction tank, thereby modifying the absorbent cotton to cotton fiber state sodium carboxymethylcellulose under a primary cotton fiber state; (4) performing the first alcohol washing for the cotton fiber state sodium carboxymethylcellulose; (5) neutralizing the cotton fiber state sodium carboxymethylcellulose after being carried out the first alcohol washing with hydrochloric acid; (6) performing the secondary alcohol washing for the neutralized cotton fiber state sodium carboxymethylcellulose; and (7) draining the cotton fiber state sodium carboxymethylcellulose soaked through ethanol to obtain the soluble hemostatic material.
