The method comprises the steps of: acquiring frame offset of a fractional pre-coding controlling indication channel (F-PCICH); according to an updating period of PCT information, an F-PCICH time slot form and a time slot number occupied by a piece of PCI information on the F-PCICH, determining a first time slot number set loading PCI information and determining a character position occupied by the PCI information in the time slot, wherein the PCI information corresponds to a pre-coding matrix; and sending an F-PCICH frame to the user device according to the frame offset and the time slot form, and loading the PCI information in the character position in the time slot corresponding to a time slot number in the first time slot number set.
