According to the invention, ATS instructions go through multiple check so as to be executed correctly; and the execution of the ATS instructions needs to be confirmed by both a dispatcher and a chief dispatcher and needs to be rechecked by data of a central server; the execution of the ATS instructions needs to be subjected to signal rule check and feasibility check of trackside equipment; and a central server of a hot standby and double networks improve the reliability of execution of the ATS instructions.
