The method comprises the steps that a source virtual machine and network element functions of a source core network of the source virtual machine to be transferred are determined according to running state information of a physical machine bearing at least one virtual machine; a control function transferring indication message is sent to the source virtual machine and comprises an address message of a target virtual machine to which the network element functions of the source core network are to be transferred; and the address message is used for indicating whole or partial terminal services relevant to the network element functions of the source core network to be transferred to the target virtual machine for execution. The device comprises a determining module and an indication module. With the adoption of the technical scheme, as the network element functions of the source core network are transferred to other virtual machine according to the running state of the physical machine bearing the virtual machine; the network element functions of the source core network of the IMS are allocated timely and flexibly; normal operations of various services are ensured; loads of various virtual machines are balanced; and the resource utilization ratio is increased.
