The method comprises the following steps: receiving number changing data sent by a mobile device, wherein the number changing data comprises an old mobile phone number, a 2F02 code, PUK1 code and a new mobile phone number; seeking an old IMSI (international mobile subscriber identity) code matched with the old mobile phone number from a data base according to the 2F02 code and the PUK1 code; deleting the binding relation of the old mobile phone number and the old IMSI code; enabling a new IMSI code to be matched with the new mobile phone number and sending the new IMSI code to an HLR for opening an account; sending the 2F02 code, the new IMSI code and a card writing check code to mobile equipment after the success of account opening; sending request of applying an ICCID code automatically by the mobile equipment; inquiring the ICCID (integrate circuit card identity) code through the 2F02 code and the new IMSI code; and sending the ICCID code into the mobile equipment. After the adoption of the scheme, business pressure of a business hall is reduced, and the utilization ratios of the card and a card writing data resource are reduced; a number changing operation threshold is lowered, a user is not required to deal with number changing business to a business hall; and users' operation convenience is enhanced, and the users' operation is simple, safe and convenient.
