The upper side, lower side, left side and right side of the axial outer cylindrical surface of a cutter head shield body in an arm protecting sleeve are respectively provided with a large spherical hinge; the large spherical hinges and their respective attitude plates form spherical hinge pairs; six hydraulic cylinders arranged at the upper sides, left sides and right sides of radial cross sections of the cutter head shield body axially pass through the arm protecting sleeve, and then, the piston rods of the six hydraulic cylinders are hinged with attitude plates through small ball hinges respectively, and the bottoms of the hydraulic cylinders are hinged with box bodies through small ball hinges respectively; four hydraulic cylinders arranged at the lower sides of the radial cross sections of the cutter head shield body, every two hydraulic cylinders adopted as one group, axially pass through the arm protecting sleeve, and then, the piston rods of the hydraulic cylinders are hinged with attitude plates through small ball hinges respectively, and the bottoms of the hydraulic cylinders are hinged with box bodies through small ball hinges respectively; and each hydraulic cylinder is connected with a respective hydraulic cylinder control detection oil path.
