Multiple groups of baffling-rod modules are arranged in the axial length of the heat exchange tube bundle, and each group of baffling-rod modules comprises a group of transverse baffling rods and a group of longitudinal baffling rods which are arranged on a set-length baffling ring at 90 degrees. Multiple gap type longitudinal partition plates are arranged in the housing, the transverse baffling rods and the longitudinal baffling rods penetrate through a gap between every two heat exchange tubes, and meanwhile the transverse baffling rods penetrate through holes in the gap type longitudinal partition plates.
