The PCC control method includes that in the eHRPD network, a PCC control contracting attribute value of a user is preset in an HSS to show whether PCC control is started or not so as to differentiate whether the user needs to execute a PCRF (policy and charging rule function) strategy or not, so that a load-bearing and strategy-executing network element is enabled to request an interaction process through business authentication so as to acquire an indicating message corresponding to the contracting attribute value; when PCC control is not started, the load-bearing and strategy-executing network element uses a pre-configured default control strategy, so that by the technical scheme, for many users who only need to use the pre-configured default control strategy, unnecessary information interaction processes for acquiring the control strategy from the PCRF can be avoided, signaling storm is avoided, and access process of the users is simplified.
