The model development step is used for utilizing existing or redeveloped assemblies or plug-ins in a model base to set up workflow, selecting assemblies, plug-ins or workflow to form a model and newly creating metadata of the model and storing the developed model into the model base after a test; and employing combination of service-oriented building-type secondary development technology, plug-in secondary development technology and configuration-type secondary development technology for configuration management, model extraction and system assembly in order to build a business system.
