The method comprises the following steps of receiving cluster channel header compression support capabilities reported by terminals after network connection is set up; judging whether all on-line terminals in a cluster group are supporting cluster channel header compression according to the terminal reports; if yes, then determining that the cluster channel header compression supporting capabilities of the cluster group are positive, otherwise, determining the cluster channel header compression supporting capabilities of the cluster group are negative; during a cluster group call establishing process, sending the cluster channel header compression supporting capabilities of the cluster group to a base station so as to start or stop header compression and send data down.
