Provided in the present invention are three application scenes for implementing D2D (device to device)-based multicast communication in a cellular network. Application scene 1: all user equipment in a multicast group are within the coverage of the cellular network, and for the application scene, provided is a method for configuring transmission power of initiating user equipment in the multicast group. Application scene 2: part of the user equipment in the multicast group are within the coverage of the cellular network, the other part of the user equipment are beyond the coverage of the cellular network, and for the application scene, provided is a method for selecting a relay user device.
