The method comprises steps that, the position information of the unmanned plane is acquired; a wireless signal is received by utilizing an antenna mounted on the unmanned plane; the wireless signal received through the antenna is modulated to be an emission signal which is then emitted to the ground; the emission signal is received, and a wireless signal is acquired through demodulation; and network optimization is carried out according to the position information and the wireless signal after demodulation. The system further comprises an unmanned plane unit, a wireless signal acquisition unit and a network analysis system, wherein the unmanned plane unit and the wireless signal acquisition unit are separately connected with the network analysis system. According to the method and the system, the antenna, a GPS module, an image module and a mounting device are carried by the unmanned plane, and a problem of network optimization acquisition data area limits is solved to a certain degree.
