The self-expanding polymer network of the present invention may be based on a hydrophilic polymer network capable of absorbing water but not dissolving. The hydrophilic character is provided by functional groups on the polymer such as hydroxyl, carboxyl or amide functional groups. Resistance to solubility is a result of the presence of structural crosslinks, crystalline regions or entanglements. Such materials are typically referred to as "hydrogels".
