The load information comprises the GBR PRB utilization rate and the GBR DL PRB utilization rate; and the ABS ratio is the ratio of the ABS amount in the ABS mode period to the amount of all down subframes in the ABS mode period. The problem that the ABS utilization rate reported to the macrocell by the microcell cannot reflect the practical ABS utilization rate in the prior art is solved, and further the macrocell provides the accurate ABS ratio for the microcell covered by the macrocell.
