The embodiment of the invention discloses an electric vehicle controller model in-the-loop test system and a method. The system comprises an input signal processing module, an output signal processing module, a first controlled object model, a vehicle controller model, and a second controlled object model, wherein the first controlled object model is used for generating a test signal according to a test case and sending the test signal to the vehicle controller model through the input signal processing module; the vehicle controller model is respectively connected with the input signal processing module and the output signal processing module for executing logic processing on the test signal to generate a control command and sending the control command to the second controlled object model through the output signal processing module; and the second controlled object model is used for executing the control command to generate an output signal and sending the output signal to the vehicle controller model through the input signal processing module. The system and the method disclosed by the embodiment of the invention have the advantages that manpower and material resources can be saved; the cost is reduced; the software integration test can be executed at the early development stage of the vehicle controller; and defects in the software can be timely found out and eliminated.
