The vehicle communication subsystem is used for receiving and sending operational information of trains; the mobile unit is used for calculating the operational information and checking the state of ground equipment and the object controller; the object controller is used for controlling the ground equipment and sending to the dispatching center the information of the state of the ground equipment; the dispatching center is used for formulating and supervising operation plan of trains which is in dynamic interval, and sending dispatching information to the mobile unit and the object controller. According to the embodiment of the invention, the statistics are calculated through the mobile unit, the vehicle communication subsystem communicates with other trains, the object controller controls the ground equipment, and the dispatching center formulate and supervise operation plans of a plurality of trains which are in dynamic interval, all of which can contribute to a quick sudden transport plan, thus realizing the transport capacity configuration and dynamic regulation of operational interval.
