The elbow control device comprises an elbow carrier, a connecting mechanism, a two-degree-of-freedom transmission mechanism, a handle drive mechanism, a bulb and a fixing mechanism, wherein the elbow carrier, the connecting mechanism, the two-degree-of-freedom transmission mechanism, the handle drive mechanism and the bulb are connected in order. The bulb is fixedly connected with a control handle; the fixing mechanism fixes the two-degree-of-freedom transmission mechanism to an armrest of an electrically powered wheelchair. The elbow control device allows a patient to control an electrically powered wheelchair to move by using the residual power of the shoulders and elbows, is suitable for physically-disabled people, such as people with hand dysfunction, wrist dysfunction, incomplete fingers, wrist amputation and below-elbow amputation, and enables such people to control and use an electrically powered wheelchair on the condition that the joints and the muscle force of the upper arms or the shoulders and elbows thereof are good.
