The invention provides a policy-and-charging-control (PCC) rule processing method and apparatus. The method comprises: first IP flow mapping information that is sent by terminal UE and is used for requesting processing on an internet protocol IP flow is received; according to the first IP flow mapping information, first routing rule information including a first PCC rule identifier of a first PCC rule corresponding to the IP flow or first filter identifier information of a first filter corresponding to the IP flow us determined, wherein the first filter is a filter included by the first PCC rule; and the first routing rule information is sent to a policy and charging rules function (PCRF) entity to instruct the PCRF to process the first PCC rule according to the first routing rule information.
