The method includes following steps: 1), underground desalting: arranging a concealed pipe desalting system underground of the coastal saline soil according to design conventional requirements; 2), adding a modifying reagent: doping solid aluminum sulfate into soil, using water to dilute polymaleic acid to prepare a solution, adding the solution from a water inlet of irrigation water, and combining with flood leaching to slowly pour into the soil; 3), performing flood leaching; 4), applying organic matter and / or organic fertilizer.
