The invention discloses an SV sampling out-of-step monitoring method for an intelligent substation based on an SV message. The method comprises the following steps: (1) reading the related configuration information of a device; (2) reading the sampled data, judging synchronization markers, and determining once for each frame; when the sampled synchronization marker is identified as false, determining the result as out of synchronization, and ensuring that an SV link does not perform sampling out-of-step monitoring criteria, and otherwise, ensuring that the SV link performs sampling out-of-step monitoring; and (3) during sampling out-of-step monitoring, comparing the time scales of sampling points with the sampling sequence number of N for each group of SV links within the same second. According to the SV sampling out-of-step monitoring method for the intelligent substation based on the SV message disclosed by the invention, the SV sampling out-of-step state in the intelligent substation can be real-timely diagnosed and alarmed, thereby, the operation and maintenance personnel of the intelligent substation can timely discover the sampling anomalies and take necessary measures to reduce or even avoid the serious consequences cause by the occurrence of protection misoperation or operation refusal.
