The establishing method comprises the steps of: establishing a generator and excitation system load model in a digital-analog hybrid real-time simulation platform; connecting an actual excitation regulator, a power system stabilizer and the generator and excitation system load model, and establishing a closed-loop simulation environment; establishing generator set loaded operating conditions in the digital-analog hybrid real-time simulation platform; and conducting generator excitation system uncompensated phase-frequency characteristic measurement, power system stabilizer parameter setting calculation and a damping checking test. The establishing method disclosed by the invention realizes the effects that the staff can conduct the test under the condition of generator set loaded operation without going to the field, launch the research in power system stabilizer parameter setting, and provide training for power system stabilizer parameter setting tests, thereby avoiding the risk of conducting tests on an operating generator set, and saving a lot of manpower and material resources; and the establishing method is of great significance to the safe and stable operation of the power system.
