The system comprises a drive motor (1) equipped with a motor shaft (2), a speed changer equipped with a clutch (7) and a brake (8), an output shaft (10) as well as a planet row of which a solar wheel (3) is located in a planet carrier (5), a planet wheel (4) is installed on the planet carrier in a rotatable manner, and a gear ring (6) is located beside the planet frame, wherein the right end of the motor shaft of the drive motor is firmly connected to the solar wheel of the planet row; and the right end of the planet frame of the planet row is firmly connected to the output shaft. The system also comprises an outer ring (9) and a one-way clutch (11), wherein the one-way clutch and the clutch of the speed changer are placed in a side-by-side manner and located between the drive motor and the solar wheel of the planet row; the outer ring of the one-way clutch is fixed, and the inner ring is firmly connected to the left end of the outer ring; an inner drum of the clutch is connected to the motor shaft of the drive motor, and the outer drum is connected to the middle part of the outer ring; and the right end of the outer ring is connected to the brake of the speed changer and the gear ring of the planet row at the same time.
