The scheduler determines dome cameras which can be scheduled according to the parking information in the scheduling request, the correlative information table of the pole stations and a parking space and dome camera mapping table, the control right of the dome cameras is granted to a detection and identification device which initiates a call request and is a caller, the caller can capture and identify a license plate of a vehicle in the parking event from at least two angles through controlling at least two dome cameras, thus the influences of light images, shelters and other factors on image capture can be avoided, the accuracy of the capture and identification of the vehicle license plate in a roadside parking lot is improved, and the management efficiency of roadside parking is improved.
