The device comprises a base, a centering platform in the shape of a rotatingbody, and a secondary leveling platform which are arranged in sequence from bottom to top, wherein the base can make a rotary motion around a center line of the base; a plurality of secondary adjusting pieces are vertically inserted into the centering platform along an annular direction; the second adjusting pieces are rotationally connected with the centering platform, and the top ends of the second adjusting pieces are connected to the bottom end of the secondary leveling platform so as to adjust the inclination angle of the secondary leveling platform; and a centering mark corresponding toan eyepiece cross wire is arranged in the center of the top of the centering platform.
