The method comprises the steps that a target eNB judges whether handover business is VoLTE business or not; and if the handover business is the VoLTE business, after the target eNB determines that radio resource control(RRC) connection is established with a calling terminal of the VoLTE business, the target eNB allocates a resource for reporting a buffer status report (BSR) to the calling terminal without waiting for a scheduling request (SR) sent by the calling terminal. According to the allocation method, the eNB and the VoLTE system provided by the invention, the influence of the SR undetected problem on thevoice quality of the VoLTE business in a handover process can be solved, so an uplink data packet of the VoLTE business after the handover can be sent real time, the VoLTE business quality is improved, and the user experience is improved.
