The method comprises the following steps: (1) when the smelting time is longer than 45 minutes, theterminal temperature of an A type steel ladle is 1590+-3 DEG C; and when the smelting time is not longer than 45 minutes, the terminal temperature of an A2 steel ladle is 1587-1592 DEG C; (2) when the smelting time is longer than 45 minutes, the terminal temperature of the A type steel ladle is 1590+-3 DEG C; (3) when the smelting time is not longer than 45 minutes, the terminal temperature of the A2 type steel ladle is 1587+-5 DEG C; and the temperature of a liquid-phase line is higher than 1528 DEG C; (4) when the smelting time is not longer than 40 minutes, the terminal temperature of theA2 type steel ladle is 1587+-7 DEG C; (5) after alloy adding, lime melting and top slag deoxidation, 5 kg carbon powder is added by every other 2 minutes; and the current curve is fluctuated up and down within 20 mm; (6) the argon flow is controlled to a soft blowing mode; and the temperature is reduced by 1 DEG C at every minute; and (7) the temperature is reduced by 3 DEG C at each time of feeding 100 m wires.
