The method comprises the following steps that S1) city roads are divided into traffic control subareas, and corresponding control strategies are executed according to different saturation degrees of the road network of the traffic control subareas; S2) the control strategy is adjusted according to the average vehicle occupancy of different roads and the average saturation degree of a corresponding crossing in the road network of the traffic control subarea; and S3) green light time of key roads in the trafficcontrol subareas with inconsistent states is adjusted, so that the traffic state of each traffic control subarea is consistent. The different traffic control subareas are divided, the traffic conditions of the road network, roads and crossings of the subareas are taken into integrated consideration, different controls strategies are selected for different traffic states, the traffic condition inthe traffic control subarea is evaluated, and the green light time of key roads is adjusted.
