The method comprises steps of 1), setting the simulation scene; 2), setting constraint conditions for a user according to the simulation scene; 3), constructing a combined cost function of the non-cooperation game under the constraint condition to perform game modeling for a D2D user; 4), adjustingthe cellular user power to obtain a cellular user power vector; 5), performing the non-cooperation game to obtain a power matrix according to the cellular user power vector by the D2D user; 6), determining the stability of the D2D user and cellular user joint power matrix; and 7), determining user power and spectrum distribution according to the power matrix.
