The system includes a cryogenic working medium memory, a cryogenic liquid pump, an exhaust steam regenerator, a main heat exchanger, a cryogenic working medium steam turbine and an exhaust steam regenerator which are communicated in sequence; a cold box is composed of a main heat exchanger and a heat insulation shell. Cryogenic liquid absorbs latent heat and sensible heat to form gas at room temperature, liquid with the lower boiling point is used for absorbing the latent heat and sensible heat of gas, and if the temperature is lower than the condensation temperature of the gas,the gas can be condensed into liquid; meanwhile a power generation working medium with the lower temperature absorbs heat energy of the gas and is gasified to form high pressure so as to drive the cryogenic working medium steam turbine to generate power, the power generation working medium with the lower temperature is used for absorbing heat energy originally compressed and discharged by a compressor and thus gasified to form high pressure so that the steam turbine or an expansion machine can be driven to generate power, the latent heat and sensible heat stored in to-be-condensed gas is usedfor power generation, and multiple purposes are achieved.
