The invention discloses a method for realizing in-plane coordinate positioning by utilizing laser radar, which comprises confirming the number, the position and the layout of standby mark positions ofa target to be measured according to the measurement task requirement and the characteristic of the target to be measured before the measurement starts; arranging a corresponding omnidirectional laser target on the projection point of each mark position on the ground plane; establishing an omnidirectional laser target coordinate information base; performing 2D scanning with a range of 360 degreeon a mounting plane by the laser radar to obtain all the omnidirectional laser target information; screening out laser reflection signals from the signals reflected back from the omnidirectional lasertarget, and further confirming the reflected signals that belong to a same omnidirectional laser target; and obtaining a center point and a radius parameter of the omnidirectional laser target through a curve fitting algorithm, and further obtaining the precise coordinates of the laser radar relative to the omnidirectional laser target and the scanning direction of the laser radar.
