[0026] Blockchains are purely distributed systems that lack centralized management and instead rely on the intermediary of a global peer-to-peer (p2p) network of participants. While this design presents significant opportunity and disruptive potential in many areas, it is also the source of a critical problem in existing blockchain networks, namely scalability. As an example, the well-known blockchain known as Bitcoin has a throughput that is 3-4 orders of magnitude smaller than its centralized counterparts, such as the major credit card operator networks. Described in this paper is a system that allows blockchain scalability via a centrally managed network infrastructure. The described system also allows for complete decentralization of control of transactions in the blockchain, achieved via a neutral and auditable design of the centrally managed network.
