The invention belongs to the technical field of low-altitude radar antenna gain, and discloses a low-altitude surveillance radar X-band antenna gain estimation method and system, and the method comprises the steps: collecting the phase distribution of a radiation unit, the standing-wave ratio of a feed network and other microscopic parameters, and building a correlation model of the microscopic parameters with a mesoscopic multipath signal and macroscopic scene complexity; a transition area correction factor iterator is introduced, temperature compensation, frequency compensation and a multi-level loss correction process are combined, and errors of temperature drift and frequency deviation of the 10-12 GHz frequency band are counteracted; the accuracy of gain estimation in a complex low-altitude environment is improved; constructing a three-dimensional adaptive matrix of the RCS, the maneuvering acceleration and the target type, and forming a three-dimensional correction system in combination with the environment complexity dimension; in a multi-target scene, computing resources are distributed according to the logic that the smaller the RCS is, the larger the maneuvering acceleration is and the higher the priority is, the targets are processed in batches by adopting a time division multiplexing architecture, and the contradiction between the gain response lag of the X-band antenna and the fast maneuvering of the targets is relieved.
