On the premise that the survivability requirement of a user for a control plane is met, controller transmission time delay is reduced as much as possible, and number of controllers of control planeis reduced. The maximum allowable control channel route length W under the deployment method is calculated through the acceptable control channel work route fault occurrence probability P given afternegotiation with a user, and the maximum allowable control channel route length W is used as the constraint condition of secondary controller deployment. On the premise that the direct connection distance from the secondary controller to the SDN switch node to which the secondary controller belongs does not exceed W, the node with a large total number of degrees is preferentially selected from thecontroller set in the part of the network node graph as the deployment node of the secondary controller; and after the deployment of the second-level controller is completed, the deployment positionof the first-level controller is determined by taking the average round-trip time delay and the average optional path number in the actual network as joint judgment conditions, and the deployment workof the whole control plane is completed.
