The positive-negative pressure double-acting pneumatic-type ridging mulch applicator includes a rack, a mulch-roll support shaft, a rotary tillage mechanism, a ridging and forming mechanism and a soil covering mechanism, wherein the ridging mulch applicator also includes a fan which is fixed on the rack, the inlet end of the air suction pipe and the outlet end of an air blowing pipe of the fan both extend to therear of the ridging and forming mechanism, and the inlet end of the air suction pipe is formed towards mulch above the rear of the inlet end, and is formed towards the upper surface and side surfacesof ridges; and the outlet end of the air blowing pipe is arranged towards mulch below the front of the outlet end, and is arranged towards the side surface of the ridges, the air suction pipe and theair blowing pipe are arranged before the soil covering mechanism, and the air blowing pipe is arranged between the air suction pipe and the soil covering mechanism.
