Provided are: a method and a system which are for inspecting the quality of an unvulcanized rubber material, and with which it is possible to quickly determine, in a non-destructive manner and in greater detail, whether or not the quality of the unvulcanized rubber material is acceptable; and a method and a system which are for manufacturing an unvulcanized rubber material, and with which it is possible to produce, with high productivity, an unvulcanized rubber material that is obtained by mixing a prescribed type of compounding agent in an appropriate blending proportion with respect to an unvulcanized rubber. The present invention involves: detecting, by using a final dielectric constant measuring instrument 5b, a dielectric constant of a final rubber material R2 that is obtained by mixing a prescribed type of a compounding agent As with an unvulcanized rubber M; calculating, on the basis of the detected dielectric constant, a compounding proportion D for the compounding agent As inthe final rubber material R2 by means of an arithmetic device 6; determining whether the calculated compounding proportion D1 falls within or outside a preset compounding reference range C1, and displaying the determination result on a monitor 8; and adjusting the proportion of the compounding agent As with respect to the unvulcanized rubber M to be fed into an extruder 4 so as to make the calculated compounding proportion fall within the compounding reference range C1.
