The device comprises a first screw feeder, a dehydrochlorination reactor, a first cyclone separator, a second cyclone separator, a third cyclone separator, a catalytic cracking fluidized bed, a catalyst carbon deposition gasification-combustion regeneration fluidized bed, a rectifying tower, a fuel oil tank, a cracker tank, a chlorine fixation fluidized bed and a cross-flow moving bed. The catalytic cracking reaction and the chlorine fixing reaction are separated, so that the chlorine fixing reaction is conveniently and accurately controlled, and the chlorine fixing efficiency is improved; the dehydrochlorination process of chlorine-containing plastic is independently separated, and the dehydrochlorination reaction time is prolonged by adopting a tower plate; a vertical pipe is used as a moving bed reaction device for chlorine fixation, so that the chlorine fixation efficiency is enhanced, and the equipment complexity is reduced; and by adopting the catalyst carbon deposition-gasification combustion reaction, the regeneration of acarbon deposition catalyst is realized, the change of the internal pore crystal structure of the catalyst caused by direct incineration is avoided, and the service life of the catalyst is prolonged.
