The system comprises a camera shooting system, a pressure sensing system, a signal lamp control system and traffic signal lamps, wherein the camera shooting system is used for obtaining road image data and sending the road image data to the signal lamp control system; the pressure sensing system is used for detecting road surface pressure data and sending the road surface pressure data to the signal lamp control system; the signal lamp control system is used for calculating the traffic flow grade on the road according to the received road image data and road surface pressure data, and if the calculation results are the same, a switching scheme is generated according to the calculated traffic flow gradeand sent to the traffic signal lamps; and the traffic signal lamps are used for conducting signal switching according to the switching scheme.
