The device comprises a casing and an opening tool, wherein the casing comprises acementing mechanism comprising a housing on which a cementing channel is formed, and further comprising a closure member, wherein the closure member, in a first state, is fixed to the housing througha second shear pin to close the cementing channel, in the second state, the second shear pin is sheared off, and the closure member moves to enable the cementing channel to be opened; and the openingtool is constructed to be capable of being inserted into the casing and extending to be in contact with the upper end of the closure member from a wellhead, and the second shear pin can be sheared off by pressing the opening tool downwards. By means of the well cementation device, well cementation success rates of the highly-deviated wells and the horizontal wells can be effectively increased.
