The method comprises the steps of constructing a first hydropower optimization scheduling constraint condition; determining the type and the quantity of flexible resources which are put into ultra-short-term operation simulation; performing ultra-short-term operation simulation containing the firsthydropower optimization scheduling constraint condition on the electric power system according to an original starting mode of a conventional unit of the electric power system and the type and the number of the flexible resources so as to calculate a scheduling result of the electric power system; judging whether the climbing capacity vacancy and the peak shaving capacity vacancy of the power system are 0 or not according to the dispatching result of the electric power system; if yes, outputting the starting mode of the electric power system; and if not, outputting the climbing and peak shaving capacity vacancies of the electric power system. The invention further discloses a corresponding scheduling device.
