The method comprises the following steps that the supply water temperature and the return water temperature of the secondary side of a heat exchange unit and the return water temperature of each building or apartment are obtained; the thermal unbalance degree of each building or apartment is calculated by using the data obtained in the above step, and the minimum thermal unbalance degree value is determined; whether to adjust the set frequency of a circulating pump or not is judged according to the relationship between the minimum thermal unbalance degree value and a set threshold value; and the heat exchange unit operates according to a comparison table or a characteristic curve of the outdoor average temperature and the secondary pipe network supply and return water average temperature. The system comprises a PLC controller, the heat exchange unit, an electric control valve, a frequency converter, the circulating pump and a building or an apartment. By means of the operation control method, the purpose of saving the power consumption of the circulating pump to the maximum extent can be achieved on the premise that the heating effect and the heat consumption of the heat exchange unit are not changed, and therefore the heating operation cost can be reduced.
