The method comprises the following steps: firstly, establishing a user power utilization energy efficiency index system, determining subjective weights and objective weights of indexes by adopting a method of combining an analytic hierarchy process and an entropy weight method, and obtaining comprehensive weights of the indexes through a calculation model; and secondly, according to the established index system, based on a fuzzy comprehensive evaluation method, evaluating the power utilization energy efficiency of the user, and on the basis of evaluation, carrying out grade division on an evaluation result.
