The method comprises the steps: establishing an urban fine particulate matter transmission recognition model based on a fine particulate matter area transmission recognition algorithm, and obtaining information such as area fine particulate matter transmission time, concentration and direction; eliminating the monitoring interference of fine particulate matter area transmission on local traffic fine particulate matter emission; through urban road classification and road network traffic operation actual data, extracting the road network traffic operation spatial-temporal characteristics, and establishing a road network fine particulate matter spatial-temporal emission model considering the traffic operation state; wherein the road network fine particulate matter space-time emission model reflects the road network fine particulate matter space-time emission characteristics generated by road network traffic operation from the road network actual traffic operation state. According to the invention, the change condition of urban fine particulate matters can be researched, a new perspective is provided for targeted implementation of urban traffic guidance and planning of an urban traffic network, and high-efficiency traffic control from the perspective of urban traffic emission becomes possible.
