The method comprises the steps of testing dielectric constants of a to-be-tested cable insulation layer under at least three DC bias voltages, and obtaining at least three target dielectric constants, and determining the change rate of the dielectric constant of the to-be-tested cable insulation layer according to the DC bias and the target dielectric constant, wherein the change rate of the dielectric constant is used for representing the aging degree of the to-be-tested cable insulation layer. As the change rate of the dielectric constant is found to be positively correlated with the thermal aging treatment time of the cable insulation layer according to test research, the test method can accurately evaluate the aging degree of the to-be-tested cable insulation layer according to the change rate of the dielectric constant; the problem of inaccurate evaluation of the aging degree caused by unknown historical data of a cable insulation layer in the prior art is solved.
