The method comprises the following steps: constructing a secure communication scene; the secure communication scene comprises a transmitting base station, a legal user, a jammer and an eavesdropping machine; the transmitting base station comprises a transmitter and an intelligent metasurface in a radiation mode; the intelligent metasurface communicates with the legal user and the eavesdropper through the first channel and the second channel respectively; the jammer communicates with the legal user and the eavesdropper through a third channel and a fourth channel respectively; the transmission power and the phase beam are used as optimization variables, the minimum power of a transmitting base station is used as an optimization target, constraint conditions are set according to the rate outage probability of a legal user, the secrecy rate outage probability of the target and intelligent metasurface unit amplitude normalization, and a target function is constructed; and solving the objective function to obtain the optimal transmission power and phase beam in the secure communication scene.
