A plunger of a solenoid is formed by a first plunger and a second plunger, and a diaphragm is disposed between them, for sensing suction pressure Ps, such that the first plunger controls a valve element via a shaft, with component elements of the solenoid except for the first plunger being disposed on a side of the diaphragm where the atmospheric pressure is received.
